Bahlil Lahadalia, Coordinating Minister for Downstreaming and Energy Transition and also Minister of Energy and Mineral Resources (ESDM), explained that the preparation of the Issue Inventory List (Daftar Inventarisasi Masalah or DIM) for the Oil and Gas Bill (Rancangan Undang-Undang Minyak dan Gas or RUU Migas) is nearing completion.
“The DIM is almost finished. After that, I will coordinate and consolidate everything, and then we will submit it to the House of Representatives (DPR),” Minister Bahlil told reporters on Friday, October 23, 2026.
However, he admitted that he did not know exactly when the DPR would begin deliberations on the bill.
“The DPR is the one that knows the schedule. My responsibility is to complete the DIM,” he said.
It was previously reported that Minister Bahlil had stated that discussions on the DIM among various ministries and government agencies were progressing intensively to finalize key issues. One of these is the mandate to establish a Special Oil and Gas Business Entity (Badan Usaha Khusus or BUK Migas).
He stated that the establishment of BUK Migas would definitely be included in the revision of the Oil and Gas Law, although details concerning its structure and operations would be governed by implementing regulations. He also explained that BUK Migas is planned to operate directly under the President.
“This is intended to streamline cross-sector licensing bureaucracy, which has long hindered investment and efforts to increase national oil production,” Minister Bahlil said.
BUK Migas is also being designed to provide greater flexibility in negotiations with private investors, particularly regarding cost recovery mechanisms and production-sharing arrangements for oil and gas cooperation.
