Government to Cut Bureaucracy in Push to Achieve 100 GW of Solar Power in Three Years

Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia announced that the government is adjusting regulations to streamline the tender process for solar power plants (PLTS).

The move is aimed at companies considered to have competitive advantages, strong technological capabilities, and economically viable bids, allowing them to be appointed directly without going through lengthy and complicated tender processes.

“For companies that are genuinely competitive and have good technological capabilities, we are considering shortening the tender process. We will cut the bureaucracy. If the proposal is economically viable, we can simply appoint the company rather than taking too long,” Bahlil said at the 2026 MKI Electricity Connect event at ICE BSD, as reported on Wednesday, September 23, 2026.

Bahlil also said he had instructed PT PLN (Persero) President Director, Darmawan Prasodjo to immediately coordinate with all stakeholders to realize the target of developing 100 gigawatts (GW) of solar power capacity over the next three years.

“Specifically for the 100 GW of solar power, we are planning to achieve it within three years. This year, we have already launched approximately 5.5 GW, with the first phase targeted at 25–30 GW,” he said.

The target reflects the large scale of solar energy development being prepared by the government. At the same time, accelerating the procurement process will be an important factor in enabling projects to move more quickly from the planning stage to physical construction.

By simplifying the bureaucracy, the government hopes solar power projects can be implemented more quickly while maintaining competitive electricity prices. The government is also positioning PLN as a key party in coordinating the implementation of the program with relevant stakeholders.
