ESDM to Strengthen Database of 3-Kg LPG Recipients to Ensure Targeted Subsidies

Responding to projections of increased demand for 3-kg LPG, Ministry of Energy and Mineral Resources (ESDM) spokesperson, Dwi Anggia said the ministry would strengthen its database of 3-kg LPG recipients to improve distribution management and ensure that the subsidized product reaches the intended beneficiaries.

“For 3-kg LPG, the government is strengthening its database so that we know who is actually entitled to receive the subsidy,” Anggia said, as quoted on Tuesday, September 1, 2026.

For context, distribution of 3-kg LPG reached 5.05 million tons through July 2026, out of a quota of 8 million tons set in the 2026 state budget (APBN). The Ministry of ESDM projects that distribution will reach 8.677 million tons by the end of 2026, equivalent to 108.46% of the allocated quota.

Meanwhile, projected consumption of 3-kg LPG in 2027 could be higher than in 2026, reaching 8.9 million tons.

Anggia said that the solution to the problems surrounding the 3-kg LPG subsidy is not simply to increase the quota.

“If the solution is only to increase the quota, the subsidy problem will never be resolved. What we need to improve is the management of the subsidy,” she said.

Therefore, the Ministry of ESDM is currently strengthening its database so that 3-kg LPG can be distributed more accurately to members of the public who are entitled to receive the subsidy.

She emphasized that improving the distribution system is a long-term solution for the 3-kg LPG program.

“So, there are two principles that must operate simultaneously: energy availability for the people must be guaranteed, while subsidies must also become increasingly well-targeted,” she concluded.
